NEW ENGLAND SWIMMING TECHNICAL COMMITTEE MEETING, February 12, 2002

 

THE FOLLOWING RECOMMENDATIONS WERE APPROVED BY THE BOARD OF NEW ENGLAND SWIMMING ON MARCH 12, 2002 AND WILL GO INTO EFFECT WITH THE START OF THE 2002 LONG COURSE SEASON.  

 

The Technical Committee met at the home of Priscilla Davis on February 12, 2002.  Chairman, Dan Warner, called the meeting to order at 6:30 pm.  Attending were members:  Dan Warner, Priscilla Davis, Laura Blackwell, Ray Grant, Amy Parratto, Mike Spring, Pam Warner, and guests:  Bruce Mohl and Mary Riddell.

 

REFUNDS FOR TEAMS CUT FROM MEETS: The committee recommends that refunds for teams cut from meets must be made within 4 business days of when the team is notified that it is being cut.

 

WITHDRAWAL OF A TEAM WHEN PART OF ENTRY IS CUT: The committee recommends the following policy:  If any portion of the original entry (other than events specified to be cut by time in the entry or meets with entry times) is cut, the team has the option of withdrawing within four days the rest of the entry.

 

MEET INFORMATION: The committee recommends that the following information be clearly stated in the meet information:

 

THE NUMBER OF EVENTS ALLOWED PER SWIMMER: The committee recommends that a team cannot limit the number of events in a timed final format to less than five a day unless they are offering less than that.

 

LOTTERY:  The committee recommends that the lottery system be specified in the entry.  In the event that the meet is oversubscribed by the end of the first day on which the entries are accepted, the host team is required to conduct a lottery to select the teams which will be accepted.  The same procedure will apply in the event that multiple entries are received on any day after the first day that put the meet over its limit.  Otherwise,  all entries are accepted by date of receipt. In the event that a meet is oversubscribed on the first day of acceptance of entries, non-New England teams will be cut before the lottery is conducted.  If a host team desires, the office will conduct the lottery.

 

25 YARD EVENTS:  The committee recommends that a team that is running 25-yard events must state in the meet information  how these events will be conducted.

 

CONTROL OF EVENTS OFFERED AT MEETS:  The committee recommends that the calendar committee carefully examine the events offered in a meet when it is bid and make suggested changes if necessary.

 

TEAMS ENTERING ONLY PART OF A MEET:  The committee recommends that teams be able to enter part of a meet without any penalty.

 

SANCTIONED AND UNSANCTIONED MEETS:  The committee recommends that a disclaimer be placed on the web site and in the newsletter that New England has no control over unsanctioned meets.

 

FEES:  The committee recommends the following meet fee schedule:

 

GENERAL MEETS:

            Timed Finals: $3.50 (currently $3)

            Prelims and Finals: $5.00 (currently $3.50

            Relays: $10.00 (currently $7)

 

Note that there is still an additional $.50 per event for hand entries.  There will be no additional fee for distance events and no change in the surcharges paid to New England.

 

CHAMPIONSHIP MEETS:

            Timed Finals: $3.50 (currently $3)

            Prelims and Finals: $5.00 (currently $4)

            Relays: $10.00 (currently $7)

END OF SEASON MEET STIPENDS:  The committee recommends the following stipend schedule:

            Bronze: $0

            Qualifier: $0

            Districts: $0

            8 & under: $500

            9-12: $1000

            12 & under: $1000

            13 & over: $1500

            Seniors: $2000

            Open: $2000

 

SEQUENCE OF MEET SCHEDULE:  The Committee recommends that "Districts" continue to be at the end of the season.

 

CHAMPIONSHIP MEET PURPOSE:  Statements have been made by coaches that teams running championship meets are putting meet profit before the interest of the swimmers.  The committee agrees that the interest of the swimmers has to be the most important factor. New England Swimming does not expect teams to run meets a loss and is assisting teams with giving championship meet stipends, providing all awards and referee expenses,  and waiving of meet event surcharges. .

 

AWARDS:  The committee recommends that we should continue with the current award policy:  bronze, districts, 8 & under, and 9-12  age groups--medals 1-8 and ribbons 9-16.  For 13 & over, open and seniors, there will be no ribbons.  For all other New England meets, awards are up to the host teams but must be listed in the meet entry.

 

LONG COURSE OPEN CHAMPIONSHIPS--AWARDS FOR 13 AND 14:  The committee recommends that separate individual high point awards be made to 13 and 14 swimmers.  The high point will be calculated including 13 and 14 swimmers who are in the top 3 heats as well as those in the special 13 and 14 heats.
